trying to initialize off of head 2

Why is it that if i boot off of system heads 0 or 1 I cant' get the bad drive (with scratches all over) to remain spinning yet by booting off head 2 I can?

Some drives have 3 copies of SA.
Have you tried to read SA with head 2?
