SAMSUNG HS12RJF support

I have a Samsung Model: HS12RJF - F/W: 3AL103c4 - PCB#: BF41-00255a that is in need of data recovery.
This is the first Samsung MicroSATA drive that I am working with. when power is initiated to the device nothing sees it (DDI, PC3000, BIOS, etc..), in fact the drive does not spin up at all.

The only way to power the drive is to hook it to an external atx power supply and even then you can here the drive power cycling and never staying at a constant spin. The only thing I have not done is a platter swap to the donor drive. It has two platters and I really didnt want to do that if possible.
