The profile list is missing all the previous profiles, it's blank . Gives error with option to rebuild

Is there a quick fix for when the profile list shows up empty in the utility section?
It gives some error and offers to rebuild it, but it did not succeed.
Any known solutions to rebuild it using the previous data?
