I swaped ROMS and the patient PCB works on the donor drive so it doesnt appear to be a PCB issue. The donor PCB with the patient ROM on the patient drive doesnt stop it from clicking.
I tried RAM head map editing and the drive always clicks after a soft reset.
The drive always seems to make the same type of clicking noise no matter what I do.
Not sure what to try next besides swapping the heads.

Did you try to reach DRDY after disable heads in ROM? Disable all heads except 0, then except 1. Both are service heads, if one is good maybe SA can be reached.
It does sound like a mechanical problem. Unfortunately this series of disk is not so nice for head exchange

I can't get DRD no matter which head I leave enabled. I guess I have no choice but to swap the head assembly.
This drive has alignment issues? I read that the EB and BB are troublesome. Is there a list of which WD drives has such an issue?

All models before ROYL series have issues with alignment. Some are worse than others, for example Unicorn are very dififcult.
good luck
