Your 7200.11 has new unsupported firmware which does not allow terminal access. PC3000 alone is not yet able to repair this hdd.

The new update will not help. The HDD itself seems to block out any terminal access at all. Shorting the PCB locations as instructed in the new F3 manual did not help me when I had this problem, but there is a solution via using a donor with supoprted fw.
