Which specific SSD Intel utility will be working with these optane drives and when can we expect to see it in a software update?

It's not going to be a new Intel Utility. We will provide only logic access without technologic mode.

I was able to resolve this case.
Very tedious and time consuming to figure out what works but I think I may have come up with a method.

I was curious about this adapter release too, and whether it would be compatible with the 4-port PC3000 Express or only with the PC3000 Portable?

Intel Optain drives are using PCIe bus, so only Portable III will get a full support of it. Express and UDMA can't work with PCIe based devices.

Update: if you can read and save both the Optane and NAND partition to image files, UFS Explorer does work now. They have a good writeup on it. https://www.ufsexplorer.com/articles/ho ... el-optane/
Note: Follow their instructions and when pointing to the NAND part, use the entire NAND, and not just the main partition on the NAND.
