Problem Boot Mode Code

Boot Mode Code works randomly.
I get into Boot Mode Code to change the S / N and then I want to change back to another S / N but not enter Boot Mode Code

* I soda pin 2 and 7 ROM
* I click the Ok button
* I'm short circuit as the picture (PCB Blue).
10 times but I can not enter Boot Mode Code (to start writing ROM).
