Hello,
I have a Seagate ST9500420AS that reaches DRY states in PC3000 but when I try to run the utility, it enter the busy state.
could it be a PCB issue or it's the read/write head that are dead?
I've read that it can has come issue with SMART parameters or auto-reallocation.

sounds like relocation to me. There is several topics about disabling relocation parameters via HDD ID Edit feature, use the search feature to find it
