ST31000524AS Slow terminal, no data access

I have ST31000524AS
spins up and sounds OK
When I start utility immediately after power up I can get drive ID, after that BSY DRD/DSC and no more data access.
Power down/power up in active utility gives normal terminal output and DRD/DSC
Rst 0x20M
RW: Disc Ctlr Initialization Completed.
(P) SATA Reset
There is no other terminal response i.e. terminal is dead for approx. 15 min after power up. Drive sounds/feels like it tries to read every 3 secs i.e. there is slight vibration from the drive. Any attempt to read/write or execute service command results in BSY DRD/DSC.
15-20 mins after power up terminal becomes functional - all commands work. Those 3 sec reading cycles - vibrations stop.
Heads look OK.

I have tried clear SMART (N1), clear Alt list (i4,1,22) and translator (m0,2,2,,,,,22 and m0,6,2,,,,,22) - no difference.
Can't clear G-List, edit Drive ID or any other service command - always ends with BSY DRD/DSC and Drive is not ready - terminal remains active.
What can I try next?
