Seagate ST2000DM001-9YN164-CC4C stays Busy

Hi Guys,
I have got a ST2000DM001-9YN164-CC4C drive that wouldn't start properly and make some grunting noise as it can't find FW.
Drive was not dropped based on the customer info.
I backed up the ROM through terminal and ROM content looks fine with right serial numbers and model.
I opened the drive in a clean room and don't see any obvious damage on the heads or platters but looking under a microscope i found a tiny little bit of dirt on the HDA filter on one spot.
Do you think it is the heads?
