ST3250310AS 3.AAF 7200.10 NHPLUS2HD cannot create loader

When i try to create loader it stops on detecting ata overlay position:
and it stops here. RxD led on terminal blinks from time to time but nothing happens.
I need loader to app "pending" bug but if i create loader without ata overlay 0 and 1 it doesnt work in DE. maybe i just need to correct some parameters in utility
