Did you swap ROM when you changed PCB? Can you see any output at terminal?
Potential faults are with corruption to ROM, heads stuck to platter, or spindle stuck (assuming donor PCB is good)
You need to properly diagnose the problem. Usually with both bad motor and stuck heads you can hear some audible sounds that are associated with such issues.

i swap ROM. There is no sound. my Donor pcb also removed from working hdd.

try donor PCB without ROM swap
Also, do you hear any noises coming from the HDD when you apply power?

without ROM swap its spinning with clicking sound.

Probably ROM is bad. Try to read ROM and if it looks like garbage then ROM is bad, but if you see good data inside try to extract RAP CAP SAP IAP and write to donor ROM then try patient PCB with donor ROM

I extracted RAP, CAP, SAP from Patient and written to donor PCB. Now the drive got full ID and started imaging.
