Im trying to read a TSOP-48 chip but for some reason all pin states are Z. I have never seen this before.
What does it mean?
could a bad reader cause this?

It means that your chip is using default Pinout Scheme 8, where all NC pins are not in used. Sometimes new chips are using chips with additional power supply, where NC contacts might be used for VCC and GND.
What is your chip ID?
P.S. Just read chip ID, don't try to use Read ID and Pinout auto-detect

It's a Kingston 1GB TSOP-48 flash drive. When I read it, its over 95 % invalid.

This is a very old NAND chip, which is fully support by PC-3000 Flash. Please create a ticket, and we will guide you with this task.
