is it normal, that dump from 8GB pen drive is 19,5GB.

Typically it'd be more like 10-12Gb dump size. But, perhaps the NAND was intended to be 16Gb and was downgraded due to too many bad blocks. So it's not too surprising.
Could also be an issue where you're reading using wrong parameters and it's putting an extra 00 or FF between each byte.

DataMedics is right. Most likely that part of dump will be filled by FF - empty blocks, or group of pages inside block. Create a ticket, and we will help you to deal with it.
