I got this, it stays BSY.

The controller reads TRANSCEND P41G90.00

Any ideas how to get it in safe mode and if that would help?

Looks like a rebranded SM2246. Try to short this drive in SAFE (there are not so many variats of shorting, try them all). When the drive will goes in READY - try to upload LDR using Sandisk SM or Crucial SM Utilities.
