Need help with WD Shasta USB without U12 chip. 192 KB ROM flashing to Mariner Donor

Can someone help me get a Shasta ROM from board 701675 working on a 771672 board?
The donor has a 256 KB flash. Flashing the 192 KB from the patient drive just causes no power, no status register at all.
I've tried moving the modules over to the donor ROM but I get an offset error on module 04 when I load module 0A. (PC3000)
I'm able to use the utility to image the drive over USB but I'd rather to convert to SATA if possible.

Why not convert the USB PCB to SATA?

I can do that, I'm just trying to learn about these ROMs a bit more. :D
