Block SA access from file

I have a WD Charger that just stuck on busy with the original ROM and unlocked ROM and with SATA PCB and with the original USB PCB converted to SATA. so I cannot use the function "Block SA Aceess" because it has to write the ROM directly into the HDD using SATA which is impossible while the HDD stuck on BSY.

is there a way to block SA access in ROM read from a file and save it also into a file so I can write it back using a programmer?

If I'm thinking right Isolate the heads, then wait for drive to get ready, then you can get in and block SA access. Just like on old Fblite drives, etc.
