100% if my electronics experience serves me correct ground is needed ,Its just that its being used by power connector like conventional on sata hods and usb one from modern usb drives .How about totally isolating the device from the same pc as pc-3000 and trying just rx,tx pins i am sure its not gonna work .

It might. If both computers are grounded to the same electrical system. I don't know about there in India, but here every structure built or renovated in the last 50 years is fully grounded. So generally something like a com connection will still work because all devices ultimately are sharing a common ground. They just need that same common point of voltage reference.
Now if you ran one device off a generator or a UPS that's unplugged it wouldn't work for sure.
