I'm running a slightly behind version of PC-3000 software right now, and I just got a "diagnostic port locked" ST4000LM0016 drive.

Does the latest version support unlocking the terminal of this model?

If you got "1(Ah) diagnostic port locked" terminal message - this issue still can't be solved by PC-3000 software.

That's OK, I managed to rig up a solution and now have it 30% imaged. Couldn't get terminal, but managed to trick the drive into working anyway.
