This is to show how I found a solution for a busy HDD ST1000DM003 - 9YN162-500 -FW : CC4B
1. Connect the short points ton an ON/OFF micro switch.
You can identify the short points in this image :

Otherwise in this url : http://imgur.com/ixwRqO4
2. Connect the HDD to PC333 Express and launch the suitable utility.
3. Go to the terminal.
4. You must power on the HDD, and then in the same time you must type Ctrl+Z and set the switch to : on/off on/off on/off etc continuously upto obtain the ready status and the famous T> :D
5. Now you can enter commands like : Translator generater, Delete G-L or initialise SMART.
If you hav any question, please feel free to write me to Diskeom (diskeom@gmail.com).

That's called the read channel and it can be shorted just using a pointy pair of conductive tweezers.

Also as to your 5 steps, you're missing the critical one which is that you need to modify system file 93 to disable the auto-reallocation and media cache functions as soon as you get terminal. The translator is not the cause of these getting stuck busy, so suggesting that should be done is actually quite reckless. What if there's an NRG and now you just told them to regen translator? permanent data loss.

Fixing system file 93 up will allow the drive to come read and have sector access after the next power up.
