ROM IC has failure

Dear guru
accept my regards

I am involved with a toshiba hdd which does not spin up

I changed its pcb with another same model (the ROM was swapped also)

now the patient PCB with DONOR ROM is ok on Donor drive , but the DONOR PCB and Patient ROM on it is faulty and the patient drive still spins not .

now what should I do to repair the ROM IC then recovering the User's data ???

I have the same problem, too
Is there some method to reconstruct the rom on toshiba like WD?

No, not even close. The ROM on Toshiba contains the CP (configuration pages). There's actually more information stored there than in the entire service area on the platters. No ROM = Game Over!

What makes you assume the ROM chip is bad? That's very rare you know, I think I've only seen it happen once so far in my career.

Open it up ,It could be heads stuck to platter case
