Ext3 File System Data Recovery

Hello there. In Linux Ext file system, when I scan on reformatted disks, I can not find the directory structure again. Inode files you've always found. What should I do to find the original directory and filenames. Same result in 3rd party software. Is there a data extractor guide for the Ext file system?
