I've actually used both for a while, and from what I've expereinced Paragon is great for just browsing HFS+ volumes and looking through the data. It's what I use on systems that are just for previewing data, logical recovery, copying files, etc. But, for copying a whole drive of files in DE to a HFS formatted drive, I've actually found MacDrive to work better in most cases. Occasionally though it may have something that'll cause it to glitch out, but seems pretty rare in the latest few versions. Plus it can actually work with FileVault (though not core storage yet). I think it's a program which was very buggy in the past but has made a lot of progress since it's early days.

That having been said, in some cases, especially if there's a whole lot of data, there's just no substitute for an actual Mac which was made for HFS.
