Seagate ST1500DM003 ROM modifications

I have a Seagate F3 that spins up, clicks, then spins down. It has Servo op errors, so I'm leaning towards head issue. HSA and platter was inspected inside and looks fine.
I tried modifying the head map in ROM but the drive will not spin up with any modifications (00 or 01).

What would cause the drive not to spin up when the ROM is modified to 00 or 01?
When I revert ROM to original, it spins back up fine.

Try to change SAP values to '0' then map to '0' or '1' and do not let inactive head remain in map

ok, I figured out what my problem was. I was modifying level 1, instead of level 2. Now it spins up with every ROM modification.
