Hello,
I search tools to do a power-off cycle for USB devices like WD/Samsung or other USB devices. I imagine a tool to connect USB devices to SATA port of PC3000, then make a copy with DataExtractor. Do you have an idea about such tools?

Why not just convert the PCB to a compatible SATA one? It's just a quick ROM transfer. And no, no such tools exist. The method of communication via USB and SATA are very different, so a simple converter like that still won't help anything as you'd still be limited by what you can do over USB.

For an USB 3 PCB, I thought we cannot find a compatible SATA PCB. I will search more
Re: Power-off and power-on cycle on USB
The only tool that I know that can handle power cycling USB devices is a DeepSpar Disk Imager with the USB add-on.

Even that really never works, I've yet to see it actually see it power cycle a USB drive. I asked DeepSpar about it, and they said it can't. I don't know.

The PCB is 771949.
I can buy a 771959 or a 771931 I think.

USB reading/writing mode have a lot of restrictions and as result a lot of options are not available.
But if you need just to switch on|off power supply via USB..
I think that better to save a money:
