This is alternative PCB (ROM) or the SA have a problem wich triggers this bug.
you should try to repair SA with the burn code (with cancelled test by soft reset) or with hotswap.
Both have some risk. (Burn code can destroy SA and/or user data, hotswap can damage the tracks with missmatching adaptives.)

OR! Better idea to use different version PCB wich can refuse to start the SA. :)
